Hey there, I'm another ATi Mobility Radeon HD4200 user. My setup includes a motherboard that supports GPU overclocking. I'm using a HP Compaq Presario CQ42 with a 65-watt 18V 3.5A power supply, an Athlon II P320 processor, and the ATi Mobility Radeon 4200. It comes with 2 gigabytes of RAM and 258MB of VRAM. I upgraded the CPU to a Phenom II N930 for better performance and reliability. The RAM was increased to 8 gigabytes, and I switched to a 90W 19V 4.74A power supply. After these changes, I managed to reach the GPU's overclock limit at 0.69GHz and the CPU at 2.2GHz with proper FSB settings. Since my motherboard provides adequate power and supports GPU overclocking, I recommend downloading Linux for your GPU. This would allow you to further optimize performance and monitor temperatures. The maximum temperature for your ATi GPU is around 95 degrees, but I've stress-tested it and confirmed it stays within safe limits. After the overclock, temperatures hovered between 80-85 degrees with normal thermal paste, and even with liquid cooling, they stayed around 60-70 degrees.
