This section is a bit unclear. Tj refers to the Thermal Junction. A "lag troll" likely means a delay or issue at that temperature point. The CPU hitting Tj causes shutdown because its maximum safe temperature is 110°C, which is higher than what you'd normally expect under standard conditions.
It seems the device is performing poorly. The cooler isn't functioning well, and it's running at around 70°C. (Checked with an infrared thermometer outside the heat sink)
But I'm not sure how a bunch of dust gets trapped in the heat sink. (I probably said something about junction temperature wrong.)
Gather some new thermal paste online, take off the heatsink, clean it well (ensure it's completely dry before putting it back!) and you should see improvement.
