It will function. For Intel overclocking, you require a chipset supporting overclocking plus a compatible CPU. Using a non-K chip on a Z-board results in just one of two options.

Everyone agreed it wouldn’t cause any issues. Still, why invest in a motherboard with a secured CPU when you could save money otherwise? Unless the board offers a unique capability you need.

Why not aim for a 9900k at that stage? That chip isn't inexpensive, so pairing it with a 2080ti doesn't really add much value. If you're spending over ~180 on the GPU, you should invest in the top-tier CPU available for it—just a rough guideline I'm coming up with, but it's the main idea. GPU performance doesn't improve much, so unless you already have the best components or need something special like an OLED display, it's not worth splurging a lot on them. Your money is there, but that's my .02.
