It’s tough, keeping F10 (Boot Selector) pressed during startup (varies by BIOS brand) and choosing the desired drive. Or, you open BIOS and arrange your boot order so the correct drive appears first.

You can't simply launch Windows if it's mainly installed on various devices. There are numerous driver issues. Files can be accessed via the drive as just a storage device.

I need to start up the device, but I’m having trouble. It won’t let me do that on my stationary setup. But it should work fine otherwise.

Based on your stationary's specifications in your profile, the hardware gap between your laptop and desktop is likely significant. Using the drive as a storage device is probably the most reliable method. Running the drive inside a virtual machine will still encounter similar problems. Even if you manage to boot it on another system, unexpected issues can still arise.
