Both systems seem to need bootloaders that are officially signed by Sony or Microsoft. Even with React OS, it doesn’t appear to be compatible with the NT kernel, and I doubt it would work without a significant setup effort.

Some managed to run Linux on older PS4s by modifying many modules, which was challenging enough. Doing it with ReactOS would have been even more difficult.
