I used some thermal paste and noticed problems with the laptop, so I considered reapplying it. However, since I don’t have rubbing alcohol, I’m wondering if there’s another way to clean it effectively.

You're free to choose a slightly damp or dry cloth. Something similar will do. It's not perfect, but it should suffice.

Isopropyl alcohol is favored mainly for its rapid evaporation, while water suffices if you thoroughly dry your CPU prior to reapplying thermal paste.

I regularly work with dry tissues, and isopropyl really simplifies the process. I’d advise against using water, though I don’t mind missing out on the alcohol.
