Hardware Canucks has a video showing performance comparisons. For most games, even the powerful 4 core R3 3100 behaves similarly to the 3950X at 1440p. In 4K resolution there’s almost no noticeable difference. Your concern about the RTX 3070 seems exaggerated.

It's exciting to see the upcoming upgrade with a 1440p 144hz screen and an RTX 3080 paired with an R3 3100. I just installed a system a few months back using an 1660 super, which easily delivers 60hz 1080p. If the RTX 3080 runs smoothly and provides solid performance with the 3100, that's great. Otherwise, we might have to wait for a Zen 3 R7 CPU next year or so.
