B450M PRO-M2 Max paired with AMD 3500 CPU and MSI 1070ti Armour GPU shows only intermittent debug LEDs lighting up one by one. The CPU fan stays on continuously while the GPU fan stops after a few seconds, and there is no display output of any assistance.
Which connection are you employing—the graphics card output or the motherboard output? Sometimes one simply doesn't function for a reason. If you're connected via the motherboard, it's likely the wrong video output, but if using the GPU there might be an error while the motherboard output still works. You might want to disconnect and reconnect all power cables to verify everything is properly seated. Alternatively, check the debug LEDs for color codes or lighting patterns (online or in your manual) to identify the issue your motherboard is trying to communicate.

I opened the cabinet, took out the motherboard, placed it in the box, reassembled everything outside, pressed the start button, and then realized I needed to go to the bathroom. When I came back, I saw the system was running. WTF!
