Don't have to capture an image. Just use HWMonitor for some time and record the data. This will display the peaks and troughs during startup. Typically, when all cores are running, a CPU won't increase its speed beyond its maximum. There are power constraints. Even with single-threaded operation, factors like heat can affect performance. I know this discussion is quite old, but it’s good to mention that these Xeon E3 models often don’t fit consumer motherboards even though they use LGA1155, just like the Ivy Bridge series. Supermicro X9SCM boards are very affordable and work smoothly with full support.
