I purchased an affordable Xeon E3-1230 V2 from Aliexpress and observed it runs only up to 2600Mhz. Could this be due to BIOS configurations or is the processor itself faulty, causing it to be capped at that speed?

It seems the device can operate at up to 3700 MHz, which is a multiplier of 16-37. This could indicate a BIOS issue or a faulty chip. What type of motherboard? The MBOO BIOS is quite different from other boards, making it hard to pinpoint without checking each screen in person.

Based on data and monitoring tools.
The displayed speed doesn’t indicate the absolute maximum.
A CPU varies to save energy, not always run at full power.
Use HWMonitor to track real speeds during use (like gaming).
Also verify Windows power settings to confirm no speed limits are applied.

Since I'm using Prime95, I expected full performance with a boost setting. After I reinitialized the BIOS, it returned to the x33 multiplier, but now it's stuck at 78% usage.

HWMonitor displayed 2600Mhz as well. After checking the BIOS settings and resetting it twice, everything returned to normal.

I changed the motherboard from Intel DH61WW to Gigabyte GA-H61M-D2-B3 and everything is now functioning properly, even reaching up to 3800Mhz. It seems the original board might have been the problem.

Are you pushing it too hard? It seems unlikely to reach those speeds without exceeding the stock limits, as the highest all-core turbo is 3.5GHz and the best single-core turbo is 3.7GHz—your earlier comment indicated that’s functioning properly.
