CPU doesn't necessarily fail in the traditional sense, but over time it's more likely to encounter a fatal malfunction that stops it. This applies to ARM CPUs too, like those in iPhones. The speed might drop, but it's not due to CPU health. Performance issues in iPhones are probably caused by battery wear, and Apple seems to intentionally limit performance to extend battery life.
