@Xander710 Again, please list the exact make and model of the modem/AP that you’re using. Do not use the powerline to connect to the modem/AP. Directly connect an ethernet cable from the PC to the modem/AP and test. Also, have you tried disabling IPv6 for the adapter being used and restarting the PC?
I thought the router was the source of the issue. If your computers and laptops are too distant from the modem, switching to a dedicated wireless access point might be better. It’s not exactly a router; it’s a Layer 2 translating bridge that converts 802.11 Wi-Fi frames into 802.3 Ethernet frames. This setup was used at my school and functions effectively, linking wireless devices to a wired network. I believe the WAP mentioned is similar, though I’m not entirely certain.
