I tried pushing my R7 260x to higher speeds but didn’t see any improvement. I’m wondering if there’s something wrong with the setup or if it’s just not responding well under those settings.

Most games depend mainly on one master thread's performance.
Task manager usage stats can be confusing.
Windows distributes CPU work across all threads.
Your games probably run with just 2 or up to 3 threads.
X4-760K scores around 1437 in single-thread tests.
Almost every AMD chip, like FX-6 and FX8, shows single-thread ratings near 1500.
If you aim for improvement, consider switching to an Intel processor.
The I3-6100 could help, offering a single-thread rating of 2102.

What game are you playing? Have you experimented with various titles to compare their performance? I only played GTA 5 since it's the one that's not improving its frame rate, consistently dropping to around 30 fps with frustrating interruptions to 24-27 fps regardless of the settings.
