It doesn't matter... You're not allowed to sell or charge others to access your Account, nor can you transfer it. Similarly, you can't sell or charge for usage rights or move any Subscriptions unless explicitly allowed by this Agreement or Valve's rules. If you break these terms, your account will be locked and banned from violating Steam's policies.

You need to consider the sales side as well. And definitely, if you're looking to break the norms, you might want to sell on a questionable platform.
