Two years prior, I purchased a PC running Windows 8. I now have Windows 8.1 installed, yet I aim to assemble a fresh PC from the ground up. Does this require acquiring an additional Windows 8.1 license, or is it possible to utilize the existing key?

Turn off the desired key prior to using it elsewhere; this should function properly, though the previous device will require a fresh key.
