I've also come across similar information recently, which is frustrating because high-performance modes exist on Android phones and Windows too—despite varying power plans. Even the hidden "ultimate performance" setting works. However, pushing your Mac Mini hard enough can achieve full clock speeds with the auto fan adjusting accordingly. Thanks for your reply.
