I purchased a Seagate 5400rpm 4tb storage (ST4000DM004) with Power connected, SATA linked, yet the drive isn't showing up in Windows and isn't listed as unlocatable either.

Your nVME drive isn't working with SATA 5 or 6 ports.

B450 compatibility issues with most B450 boards due to limited M.2 support. Check your board's specifications before proceeding. Just connect the drive using SATA 1 through SATA 4.
