Windows 10 and DX12 will retire this autumn. Mantle won’t be available anymore, though AMD may keep it running until then. It won’t serve any optimization purposes afterward.

Leaks indicated Rockstar once considered AMD Mantle; however, AMD later urged developers to prioritize Vulkan and DX12. The Mantle 1.0 trial has ended. Rockstar collaborated with both NVIDIA and AMD on the PC release of GTA V, showcasing their technology within the game. As an AMD user, I now prefer seeing Rockstar embrace Vulkan or at least DX12 to maximize benefits for more players. I doubt they’ll shift focus soon since the game is already successful, generating millions in sales. They’re likely concentrating on minor fixes and future updates instead of major overhauls.
