Absolutely, I understand your situation. I built my own SFF PC around 2018 and am concerned about meeting the Starfield recommendations. My current CPU is a Ryzen 2600, but I’m unsure about the best upgrade route for my MSI 1070 Aero ITX, especially since I need to keep the card length at 175mm. We’re still figuring out exactly what Starfield requirements mean, so I thought it would be wise to share this with the community. Anyone with experience would be really helpful!

SFF refers to a wide range of specifications, but your ITX case could accommodate a 4090 FE. You might need more details about the missing length for a precise answer.

That's why I decided to go with the 175mm size. I'm using a converted Millennium Falcon as my PC case, and you can see the space available in the second and third images.

As cool as that looks, I can't see a great deal of airflow either.

The temps have been quite favorable. The GPU features its own intake vent on the bottom that draws air in. Both the cockpit and the dock hatch expel air, while the top vents allow the CPU fan to draw in fresh air. There are also a few small openings for the PSU fan underneath. It's definitely a bit chaotic, hot, but manageable.
