Hey, I noticed you're trying to build a PC from old components and had some issues with performance. When you played CS:GO, it ran smoothly at 30-45 FPS with low settings, but your GPU usage stayed at 0% while the CPU was at 40%. Your Surface Pro 4 handled it better under the same conditions. Someone might have a clue why the AMD GPU isn't being utilized. Have you tried any tweaks or drivers? Also, the benchmark tests seem to assume full GPU usage.

Use Display Driver Uninstaller to remove the existing GPU drivers and add the new ones from the AMD website.

Ensure your monitor is attached to the rear of your graphics card, not your motherboard. This might seem simple, but even seasoned builders can overlook it. If this isn't the issue, try Kameshss solution; if that fails, we can explore other options together.

Thanks, I'll attempt to reinstall the drivers. Also, make sure the monitor is connected to the GPU. I have some background knowledge.

If installing drivers and restarting your computer fails, consider turning off the built-in graphics in the BIOS settings to ensure 3D programs run on your specific GPU.
