I'm unsure if a virtual machine would function properly due to limited drivers, especially without a real GPU. Windows 7 is an updated version and might work too. Also, what model of CPU do you have? If it's an older 32-bit processor, make sure you install the 32-bit version rather than the 64-bit one—it should select the right one automatically, though it could fail sometimes.

That's nearly 20 years old. I'm surprised it even works at all...and the fact is it unlikely to have any support either.
