My computer has been acting up frequently, freezing intermittently without a full crash. It sometimes stays unresponsive and doesn’t give any clear error messages like a blue screen. After replacing all the parts and building my own system, the issue persists. I’ve already paid Micro Center but nothing seems to help. I’m trying to document the problem for over six months and have visited several shops, though my specs are still listed as Z790 Wi-Fi plus Rip jaws 32 GB RAM, 970 Samsung SSD, 1TB drive, 1000W PSU, i9 13900K, and 4070Ti. I’m not sure if these components are the cause since they’ve all been replaced, but I’m exhausted from dealing with stores that claim it’s fixed when it clearly isn’t. I need to post a video showing what’s happening.
I’m trying to figure out the best approach for this. You mentioned a spike protector, but I couldn’t find any info on it. You said you don’t have dust since you replaced all new parts about a week ago. The motherboard suggests switching RAM, though I’m not sure how that fits. I kept Windows 10 during the rebuild and just reinstalled everything—maybe that caused issues. I also updated to the latest version and installed Armoury Crate, which could have affected things. I’m not familiar with advanced system care, but I’ll look it up.
It was an Evga 1000 watt brand new unit purchased from Best Buy. It functions as expected but doesn’t reboot, which is unusual. When I ran “who crashed,” no kernel power event appeared. After rebooting, a USB driver message showed “not recognized” or similar, and the screen didn’t respond until I unplugged and plugged it back in.
I’ll handle those tasks when I’m not working. I realized the same issue before, but I’ve already replaced GPU three times yet it keeps happening. I thought it was an artifact, but switching from RX 5600 XT to 3060 Ti resolved it. After a factory reset, the PC still works with the 4070 Ti.

Board or CPU not responding indicates failure, often linked to the processor or its connector, though it might also mean the entire board is completely unresponsive. Simply replace or swap the board, and the problem should resolve.
Board is brand new, received roughly a week ago. I don’t think there’s anything wrong, though the CPU seems to be working just fine for the initial days.
