The media tool should function on Pop OS. Since you’ve restarted your PC and completed the 2-minute setup, you’re all set to use it.
It appears to be an executable file. You'll need to install it. I question if Wine will work. I'm also dual-booting Windows and Pop OS; I could attempt it and let you know the outcome.
Believe it's Windows only. I'm building an ISO file using it for you now, but it will take a while for me to upload with my connection. If anyone else with a faster upload speed wants to do it, go ahead.

It looks like the problem isn't the SATA drive, since the screen appears to be Windows before the boot selection. Refer to this guide for Linux: https://www.linuxbabe.com/ubuntu/easily-...usb-ubuntu. Using dd with the UEFI version doesn’t seem to work.
