Sorry for the late reply, man. Been super busy with work so I've been doing it off the USB all along. Yeah, at best I can get it stuck at 100% (one of my first tries) or at best 46% on that "getting updates" screen. My PC hasn't been able to successfully install a windows update in at least three or four months now so I'm assuming whatever was causing that issue is also stopping me from doing the windows repair.
How about trying to run the update without an internet connection attached? It could pass the update stage if the computer can't actually connect to a server to get anything. If you are using USB, you probably don't need them. The only other way I see getting anywhere is a clean install of Windows 11.
