So far, here are the steps I've tried without success: 1) remove and reinstall games and apps; 2) switch download region; 3) clear cache; 4) reinstall Steam; 5) disable antivirus; 6) verify firewall allows access; 7) install on another drive; 8) upgrade to Windows 11 then install Steam; 9) revert to Windows 10 and reinstall. Consider this with caution, I've only observed this twice—once with steam and once in Minecraft. On Linux it was just a restart of Steam. On Windows, especially with Minecraft, you needed to log into Microsoft via the web browser and adjust your account settings (probably privacy or friends sections) through the Minecraft launcher. The system firewall didn’t interfere. You had to make specific changes to your Microsoft account online, not just on local LAN servers. It seems Microsoft is enforcing a Microsoft account requirement on Windows 10/11, possibly impacting other apps too—like two firewalls in one place.
