It could slow down the GPU, giving around 60-70 frames at high settings, but stability won’t be reliable for 100+ frames in AAA games.

in relation to what? there isn't a fixed figure for bottlenecking. it's better to compare two GPUs with identical CPUs or two CPUs with matching GPUs. yes, a 9900k might handle more frames than a 4570 on an 1660 Super, but will you face issues? no. will you risk damaging your parts? no. is the 1660 Super unnecessary if you only have a 4570? definitely not.

It's better to choose the standard Gtx 1660 if you're not looking for any extra features. The Super version offers additional benefits but may not be necessary unless you need them.

Even with a potato CPU, the 1660 will outperform the 1660. You’ll eventually upgrade your processor, but you might wish you had a more powerful GPU.
