It’s hard to locate affordable tools for this task since it’s typically handled by sysadmins with larger budgets. I assisted in installing software for a business, and their IT team called the $500 solution they used “affordable.”

A server operating system is required to distribute updates to your Win7 client devices. Win7 Enterprise isn't intended for that purpose.
