The CPU stopped working and the PC didn't shut down properly, even after replacing it. The RAM stays active with the light on, but it switches back to the CPU when you try to turn it off. It seems both the motherboard and RAM might be causing issues.

Press the power button for several seconds and it remains on. The shutdown is managed by the motherboard, not the CPU. ATX power relies on a pull-down on the green wire of the 24-pin connector. Verify your power supply disengages when that connection is released.

it doesn't turn off when i press the power button. The issue started because pressure on the CPU tower cooler led to movement, preventing it from shutting down. When it failed, there was no visible damage to the power connectors or power supply.
