You didn’t attempt to connect the AMD GPU while the machine was running... Was it done? If components are added or removed while powered on, things could fail. Which lights on the motherboard are you referring to? Show me a photo if you need help identifying them. AsRock says the B450 Steel Legend lacks debug or troubleshooting indicators.
I notice the LEDs are flashing. It seems the board is attempting to power up, but it's experiencing issues every second. How did you reset the CMOS? Make sure you disconnect the power supply from the wall outlet and remove the CMOS battery for 5 to 10 minutes. Can you verify that other components are functioning in a different working system (either individually or together)? RAM GTX 1650 Super PSU CPU... if the motherboard is compatible, I’m considering a PSU since it appears to be lower quality, or the board itself might be damaged.
Disconnecting the PSU from the wall outlet is identical to removing the battery. In either case, first turn off the PSU before proceeding. If the board remains active through standby power, the CMOS will not reset.
Sorry to hear your PC isn't responding after installing a new graphics card. You might want to revert to using the previous card. Make sure to reset the CMOS and try again. If possible, consider moving the components out of the case to avoid any interference.
