Also very affordable, a 4500 model can be found for around $100 here in India. These chips aren't especially popular for clear reasons—prices are lower than expected (4500 is less than 3600). Given their low demand, I might be getting a good deal too. They should handle at least 5000 RAM without any issues. The boards are fine as long as they're not broken or defective, which is common for these "dirt cheap" units sold in poor condition.

High-speed RAM offers little benefit when the processor is underpowered. It’s just a basic setup, not the most cost-effective choice.

PCI-E 4.0 is justified for a 6500XT when playing at ultra 1080P settings because it can handle the increased load without excessive memory usage or bottlenecks. For most users, the performance boost remains modest—around 3% at most. It’s not enough to justify a full system upgrade; instead, consider investing in a stronger GPU first. That way, PCI-E 4.0 becomes more relevant only if other cards struggle with real gains. Just like expecting major benefits from PCI-E 4.0 on a GTX 980ti without noticeable improvement. Good luck!
