The best option seems to be using a second-hand setup with a B450 motherboard, Ryzen 3600(X), and two 8GB DDR4 modules. Similar builds can be found online for roughly $150 to $200. For the GTX 960, there aren't many good deals left. Upgrading to a GTX 1070 would be the next step, though it's still priced high at over $300 for a working unit. It's significantly cheaper than the previous $600 to $700 price range, but it's still a substantial investment for such an outdated card.
