You might want to test various cables. It seems the issue could be with just one port having full-duplex, so try swapping your brother and changing the port access to see if performance improves.

With my brother's cable I receive 250 Mbps, but I've already placed an order for a new one.

Ethernet connections typically consist of 8 wires. For 100 Mbps you only require 4, while gigabit speeds need all 8. It seems at least one wire might be faulty.
