I recently assembled a new PC and discovered Terragen doesn’t rely on a GPU. It runs smoothly on the CPU instead, which caused my CPU to throttle. I considered using an Xeon Phi processor, but I wanted to know if it would work with a Z390 motherboard that supports 4G decoding. What does that requirement mean?

Your processor overheats and slows down because it isn't getting enough cooling.

I own an ITX and I'm wondering if Xeon Phi can run on Z390.

Xenon phi corresponds to LGA3647, while Z390 matches LGA1151. Their designs are quite different.

The PCIe version I'm considering is the 7120 model.

These components are designed for specific server motherboards, maybe workstation models. They won’t fit in your Z390. My apologies.
