AMD processors usually get warm when not in use. Temperature readings are most important, and your setup appears to be fine.

I didn’t increase the CPU speed in any manner. Verified BIOS (MSI X570 Tomahawk) All “AMD Overclock” options remain active, including PBO. Bequiet Dark Base Pro 900 Rev2. I’m using the AIO front intake top two slots, plus an extra intake fan beneath it (everything is 140mm Silent Wings 3 Hi-Speed PWM). I’ve installed two exhaust fans on the top and back, with a third exhaust on the rear (all also 140mm Silent Wings 3 Hi-Speed PWM). Testing with doors open shows temperatures around -3°C at idle and -4°C during load. Since it’s winter, I’ve added an under-window radiator (a newer model), but the room temperature stays below 25°C.

The delta at 30°C seems elevated in my view, even though the overall temperature isn't extreme. When idle, your clock speed appears to be around 4.2 without PBO, but it falls to 3.7 when PBO is active. This suggests that without PBO the processor operates at full capacity, possibly consuming more power than necessary.

You might consider reapplying heat sinks if the surrounding temperatures exceed 20°C or if your case lacks adequate airflow. My 3900X typically runs between 46-51°C based on room conditions. The 200mm intake and two 120mm exhaust fans at the rear help maintain a stable interior temperature.
