The 10300H includes core parking right out of the box. Allow the power management software to handle the rest, adjusting your power plan according to usage. Generally, fewer heavily loaded cores perform better than many stressed cores.
You cannot adjust Intel CPUs on the spot. Rebooting is required for any modifications, which isn't feasible. When a core is idle with no tasks, it switches to C7 state, disconnecting from the internal clock. This causes idle cores to sit at 0 MHz and 0 volts. Many assume disabling cores saves power, but they’re already mostly turned off. Powering a 10-core desktop at 5000 MHz while idle is unnecessary. Mobile CPUs are even more efficient. To disable cores, use msconfig, go to the Boot tab, and press Advanced options. Adjust the core count as needed—e.g., set 6 for 3 cores and 6 threads. Reboot to apply changes.
Microsoft might have added this feature for compatibility reasons, even though it could negatively impact performance. It didn't help save energy on my 10850K model. The changes affected the CPU's behavior, making it less efficient in certain conditions. Power usage tends to rise when C states are active, especially during full load. Improving this would be challenging given current technology.
