Airflow is stronger on the U12. The main advantage of the D9 is its size, it's more compact.

For the cost I'd choose Scythe Fuma 2 if room allows a dual tower cooler: https://www.amazon.com/Original-Design-T...575&sr=8-1 Also, the NH-U12S works just fine.

Arctic Freezer 34 is a solid pick if you locate it for less than fifty dollars. Otherwise, go with the Scythe Fuma 2.

The NH-D9L works well with small form factor PCs or servers of size 3U and larger when space is limited. The U12S offers a significantly larger and taller heatsink, which could help dissipate more heat if your chassis supports it.
