Ensure Cortana is configured for English US settings. Adjust the system locale to US, which may require a restart for changes to take effect. Please confirm you have the Fall Creator Update installed.

I checked numerous Google pages and programs before turning off my computer yesterday. Now that I power it back on, everything feels exactly the same as when I left it the night before—it's a bit unsettling. Disabling startup doesn't help either. The Cortana "Pick up where I left off" feature seems to work only in the US, but I'm from the EU, and this keeps happening. Still no solution found.

Your language plays a role in determining access to certain settings. And yes, you're up to date with the latest changes.
