This appears to be a standard behavior for Chrome and Spotify, not a new Windows 10 feature. Restarting the browser should restore previous settings automatically.

Click your taskbar right-click, select "Start Task Manager," go to the "Startup" section, and check the enabled items.

For instance, I launched Chrome, browsed the forum and other tabs, listened to music via Spotify, had to restart my PC after installing a program, and afterward all the Chrome tabs and Spotify were still open where I left them. Do you make sense of what you meant? With Spotify disabled as a startup app, it must be something else. Thanks for clarifying!

The app remains closed until you manually open it again. Restarting will bring it back to the foreground.

I've seen this with unexpected items (Radeon settings). Since it's already in the startup list, it started automatically, and then Windows launched another version because it was running when I stopped... I haven't found the switch for this feature yet.

It happened to me too with the Fall Creator Update. Turning off Fast Startup helped a bit.

The updates are riddled with performance problems and unwanted features. I also saw the freezing taskbar issue resurface in Windows 10—something I hadn’t noticed since Windows 7.

Windows 10 now includes a new Cortana function called "Pick up where I left off." It launches programs you were using when you stopped before the system restarts. You can enable or disable this in Cortana > Notebook (book icon) > Pick up where I left off, and click the Save button. According to reports, Microsoft is updating the Cortana Notebook area (likely moving it under Settings > Cortana).
