Oracle VirtualBox is the best option for me. I don’t remember needing to handle the TPM setup myself, or if VirtualBox managed it automatically.

It seems VMware doesn’t work with Windows 7 and VirtualBox requires Visual C++ 2019, which I’ve got but the installer isn’t locating it.
