another strange note is that forgetfulness simply functions well (may install that game once more to get a genuine attempt.. only liked skyrim thus far)

I had completed all the necessary steps except removing the .blob file and restarting Steam, which I did, but the issue remained unresolved.

Have you attempted to revert your drivers? I mean, really go back. Updating drivers is a frequent reason why older titles like FNV fail on Windows 10. Applying patches or mods essentially forces the game to believe you're using older hardware. These solutions don't always succeed for everyone.

Was der Thread aus Juni 2019 noch aktiv? Der neue Treiber könnte für das Problem verantwortlich sein.

Everything depends on you. It takes a lot of work to get old games to run on Windows 10. One solution is to revert your drivers back to about 368.81. Make sure to restart your computer after the rollback before launching the game.
