New to overclocking
Hello. I want to know how to improve the performance of my CPU and possibly my GPU. I have a Ryzen 1600x setup with a Corsair H60 AIO water cooler, an Evga 1060 6GB SSC, a Gigabyte AB350 gaming motherboard, 16GB DDR4 RAM, and a case with RGB lighting. The fans are two 120mm intake and one 240mm bottom fan. I’m using push/pull on the AIO with a 120mm exhaust in the back and three 120mm top fans. My current idle temps are around 32°C for the CPU and about 40°C for the GPU. My brother thinks these are good, but I’m new to overclocking and fan tuning. What steps should I take?

For those unfamiliar with overclocking or who haven't done it before, this link is useful. Your selected build should work well, the fan size and setup seem acceptable. You're not used to your case or fan positions, but a pull/push cooling method can help manage temperatures.
Sorry I misunderstood the Ram. The temperatures you want are within the CPU range. I have a setup similar to yours using a 1600x and a H60 cooler. I upgraded my H60 with two fans—one push and one pull. I have a 120mm intake fan and a 120mm push fan installed on the top of a Corsair 300 R case. I'm pleased to report stable 4Ghz performance at 1.35 VDDCR, maintaining low idle temps around 30°C.
The temperatures I provided are what I prefer, but my CPU reaches 43°C under load and the GPU stays at 73% utilization.

Both readings are excellent when under load. I wouldn't do anything extra. Not bad at all for either measurement!
Sure, but I’ll reduce the CPU and possibly the GPU if I keep it. You might consider upgrading to a 1070ti or 1080 hybrid.
