Just to clarify at the start, I'm completely new to OC and should keep this in mind! I bought a brand new RX 580 with 8GB of RAM and the packaging included instructions for overclocking. Is this recommended? Could it damage my system? How much improvement can I expect?

Gpu overclocking is generally fine as long as you keep an eye on temperatures (boost fans if necessary). You should gradually increase the speed until you encounter problems, then slowly reduce it back until everything works properly. Expect distortion and a black screen at maximum limits—it's normal. This can boost performance slightly, though I don’t have much experience with the rx580, so around 10% might be a safe estimate if you’re lucky.
