New setup, slow PC experience

I own a brand-new Windows 10 1709 system with Steam, Chrome, and Garry's Mod already set up. Everything worked perfectly before I started the game, but now it’s completely unresponsive. The PC performed fine before the Fall update, yet after this fresh install, playing games or browsing becomes extremely slow and janky. Even the task bar animation freezes. My high-end XPS 13 runs smoothly on the same OS, so I’m unsure what’s causing the problem. Is this a widespread issue or just my machine? Please help quickly.

You didn't install additional drivers during installation; only the OS was set up.
