Re-install windows
When in offline mode, do you recreate your bootable USB installer after setting up your OS?
If you haven't turned off the iGPU in BIOS, proceed by using DDU to eliminate all GPU drivers (Intel, Nvidia, AMD) in Safe Mode, then manually install the newest GPU driver from AMD's support site via an elevated command—right-click the installer and select Run as Administrator.
Attempt to remove any anticheat applications on your system or reinstall games one by one until the problem is resolved.

I reinstalled Windows in offline mode
Disabled iGPU
Used DDU to uninstall all drivers and executed the installer for the newest AMD drivers from the AMD site as Administrator.

looks like windows error reporting was debugging your problem before you wiped the system.

basically something was not responding, and it was being debugged.
if you still have the file we can take a look at it in the debugger.
most likely it was your gpu not responding but it could be some other device we can not tell without looking a the dump.
I would change the memory dump type to kernel and just wait for the next bugcheck. if you get one then copy memory.dmp file to a server and post a link.
you have already done the general fix attempt
(update bios, and drivers) hopefully that will take care of the problem.

If you still have it, it may display the Windows error reporting debugging session. If so, you can observe what Microsoft auto-debugging bots believe is the issue.
Set your memory type to kernel, and it will capture proper debug information for this kind of error.
Not completely confident about the settings, but I'm planning to attempt it. I'll let you know soon.
