Based on my understanding of recent observations and discussions, the "on/off" issue appears to be sporadic. Also, there are unusual behaviors when the board is inside and then removed from the case.
Including the System Panel Header.
In summary, these problems might stem from a faulty, loose, or failing connection at a specific pin or port.
Use a bright flashlight and a magnifying glass to inspect connectors carefully: plugs, ports, and individual pins.
Search for signs of corrosion, cracks, debris, or any distortion—anything out of place. Particularly if the board moves unexpectedly.

The issue isn't with the mobile, this one is:

I've already checked the manual.
From my quick online search, I'm not the first to run into problems with Corsair + Asrock, it's not a solid setup, though there are at least some other reports.

Unfortunately, there doesn't seem to be a fix available, and switching PSUs is quite unusual. Unless the pin connections are the problem.
No loose parts, no corrosion, no cracks—everything fits perfectly with the old Seasonic PSU. I've even run benchmarks without any trouble.

The Reddit discussion and related comments indicate using the -12V rail for A-series MoBos. Since this feature exists in Seasonic but not in Corsair RMe, the Corsair power supply isn't suitable for the MoBo and won't function properly.
A -12V rail is required to drive the RS-232 serial port, also known as the VGA port, which your A-series MoBos supports.
Motherboards lacking a built-in VGA port don't need this rail, so the RMe PSU can be used with any such motherboard.
I would consider replacing the motherboard since the A-series model is essentially the lowest option available.

Serial port differs from VGA port in several ways. They appear alike but possess distinct pin counts. The serial port is teal in color, whereas the VGA port is blue.

The -12V is intended for RS-232, VGA (D-Sub 15), and certain legacy audio devices. The Gigabyte B450 Gaming X I tested the RM650e with it, and it functioned properly without problems. It has an internal RS-232 connector, but lacks the VGA port on the rear panel. This might explain the incompatibility since Corsair chose not to include the -12V rail, which was likely optional even before ATX v3.0. Mystery resolved. It wasn’t my mistake or due to faulty old parts, but a standard incompatibility. Thanks for your feedback. Cheers.
