I've recently got my new PC, but I'm encountering some unexpected problems. My CPU is an AMD R7 7800X3D, the GPU is an Nvidia 4090 FE, I'm using an MSI X670E motherboard, and I have 64 gigabytes of RAM with a 1200MHz power supply. When playing RDR2 and Cyberpunk 2077 at high to ultra settings, I experience frame stuttering. The issue persists even when adjusting the settings from high to medium. I'm puzzled as these games should run smoothly. Could you help me figure out what's going on? Thank you.

Are you sure the drivers are up to date? Is everything hardware correctly set up? Is there enough cooling? Are there only a few background processes running?

Yes, all drivers are current, the equipment is properly set up, and it has good ventilation for optimal airflow.

What is your FPS at each setting? Is the stuttering occasional or continuous? Are you using your first video driver package? Do your memory clocks function properly? Can you eliminate throttling or overheating concerns? Are you able to complete GPU benchmarks smoothly? You need additional diagnostic information.

The recorded CPU temperatures were 35°C at idle and 42°C under load. GPU temperatures ranged from 55°C to 65°C depending on the workload.

Have you verified your RAM speeds via the BIOS? It might be useful to turn on XMP/Expo if it hasn't been activated.
