I constructed a new PC for the first time, but am it performing well? The components are:
Ryzen 5 2600
XFX RX580 GTS Black Core
T-Force Delta 2x8 3000MHz
B450 Tomahawk
ADATA SU800
SeaSonic M12II 620W
I noticed consistently low frame rates for what it is. In CSGO I'd reach the maximum in the menu and 50-150 in-game (usually 50-100). I experienced average FPS in L4D2 as well.
I ran the Ryzen utility and saw the CPU speed jump to 2.8GHz randomly a few times, but it never went above 1.55GHz. It seems the motherboard might not be using the processor optimally?
Some online discussions suggested rolling back the BIOS resolved the problem, but I prefer not to try that yet. I also haven't updated the BIOS myself. I'm not very familiar with all of this BIOS stuff and don't want to risk damaging my new PC. Any advice on what to do?

CSGO and other Source Engine titles demand full processing power. Ryzen still falls short. This suggests performance is more consistent than in Source games. Have you checked any benchmarks to rule out problems elsewhere?
