The 12th generation Intel coolers perform significantly better than earlier models (see reviews). During my upgrade with a 12400F, I faced problems with aftermarket units (lack of adapters, case motherboard tray fouling), forcing me to rely on the original cooler for some time. I considered replacing it since I had used a big aftermarket unit before, but I haven’t done so yet. It operates much quieter now compared to older stock coolers, though louder than aftermarket options when pushed, especially with headphones on—I can’t hear them clearly. Temperatures remain excellent, never reaching critical levels.
There are always critics saying stock coolers are useless for anything beyond basic use, but I can confirm the one that came with the 12400F works well. The decision is ultimately yours.

This would be a beneficial improvement, but you could extract more value from your existing setup by opting for Windows 10. At the time you installed your current system, Windows 10 was already available, so your hardware is capable of handling it. However, if you're aiming for Windows 11 or a simple upgrade, proceed with these newer components.

No need for a GPU upgrade?
With a $500 budget?
If you sold your PC, would you expect to reach $600–650?
A Ryzen 5 5600 and MSI B550M PRO-VDH Wi-Fi could replace the 12400F and B660 recommended by Lucky.
The RX6600 would be a huge upgrade compared to your 460 2GB.
If not upgrading the GPU, both the 5600 and B550 are cheaper than the 12400F and B660, and the 5600 is roughly equivalent to the 12400F.
Around $30 in overall savings.

I chose the RX6600 since it supports Windows 11. The cost for Windows 11 is around $120 for a DVD, $130 for download, and $140 for USB.

Sure, I've got the CPU cooler ready and plan to purchase the i5-12600k during the holiday discount for $153. It looks like the motherboard might not be in stock anymore? Do you have a suitable replacement or a good deal available?

I’d likely acquire this board prior to the b760, believing a better chipset would be preferable and cost savings more achievable.

I believe the model above represents the micro variant. The larger version seems to match the same price.

I’ve been using an ASRock B350 board for years with my older Ryzen system.
It appears Amazon ran out of stock, as they had the 12600kf available for $140. I’ll share the link below, but I suspect you wouldn’t want to wait until February. I managed to secure one last week while they were still eligible for Prime shipping.
Amazon.com
By now, the 12600k looks like the best option. It might be wise not to wait, since delivery is expected by Thursday, December 7, suggesting possible low inventory. I’ll also check Newegg; it seems most PCPartPicker listings are nearly sold out. If you need it quickly, consider the 12400 or opt for the 13400, though it’s priced higher.
Amazon.com
Currently, the 12600k is the recommended choice. It may be worth acting fast as several retailers indicate low availability on PCPartPicker. Just keep an eye on seller feedback and descriptions. Also, try running the cards hard once you receive it—eBay offers a 30-day return policy even if they claim no returns.
