It makes me think your motherboard isn't great. Would you consider RMA?

The PSU failed the paperclip test and the psu testers didn’t power on even when plugged in with the 24 pin cable. I returned it, and a new one is arriving tomorrow—the Corsair RM850x SHIFT. After that arrives, I’ll run tests before connecting it to the motherboard. As long as it works fine during testing, I’ll try the initial boot; if nothing happens with the board tomorrow, I’ll file an RMA.
