According to my manual, it recommends using CPU/FAN2_WP for a water pump. I thought it provided more power, which was intended for a standard CPU cooler that relies solely on air cooling.

Check for a power switch on the motherboard. Attempt to turn it on and observe any alterations.

no power switch is available on the Mobo, unfortunately. i believe i should try the last option with the cpu first, as i think i’ll need to replace it tonight. i’ll check the cpu, motherboard, hsf, and psu one by one. if nothing works, i’ll take it out and see what’s going on. at least i’ll have a clearer idea then.

I notice a white fan header at the bottom of the board that probably supplies power to the cooler's fans. This should be connected to the CPU 1 header.

I came in late from overtime today and just arrived home, so I didn’t have time to test anything. I got everything out except the mobo, and left the cooler rad mounted. I think I’ll go to bed first because I don’t want to disturb anything due to my fatigue. I’ll try the CPU next, starting with the PSU, to check if it’s causing any issues. Following the advice in the bottom of the troubleshooting list.

Taking the suggestion from the end of the checklist:
"Pull everything except the CPU and HSF. Boot. You should hear a series of long single beeps indicating memory problems. Silence here suggests, in probable order, a bad PSU, motherboard, or CPU - or a poor installation where something is shorting and shutting down the PSU."

I hope I won’t have to remove the motherboard. But that would be the next step if nothing happens. If that doesn’t work, I might need to get a PSU tester to rule out the PSU itself. I’ll admit, I just flashed the BIOS to the latest version from the website via USB, and it went through the green flashing sequence. Not sure what else it means, but that’s my plan and I’ll try again later.

Updated. I removed everything and there is a video below. Tested with just the cooler CPU and PSU along with the motherboard, but the same results occurred. No beeps, no green or red lights anywhere. I confirmed the BIOS was flashed correctly from the website before testing. The green light appeared briefly, but it’s unclear if that means the motherboard is functioning properly. I ordered a PSU tester from Amazon, expected delivery Wednesday. Until then, can I rule out the PSU? Are there any other steps I should try or anything visible that suggests an error?
